Haiti

In Haiti, the CCCM Cluster, co-led by UCLBP, DGPC, and IOM, coordinates the management and oversight of displacement sites in a context characterized by high insecurity, sudden population movements, and increasing humanitarian needs. CCCM Cluster partners operate across spontaneous displacement sites, host families, and host communities in the most affected areas. Depending on access and security constraints, interventions are implemented through a combination of static, mobile and area-based approaches. To support this complex and evolving response, CCCM partners in Haiti have adopted Zite Manager as a collective process and information management system to support coordination, accountability, and evidence-based decision-making. Outputs such as live dashboards and ad hoc site profiles are available to all humanitarian partners in Haiti.  

In Haiti, Zite Manager supports the following core CCCM activities: 

  • Site Monitoring  - Partners collect and update key information on a monthly basis on living conditions, access to services, community governance structures, and priority needs across displacement sites hosting internally displaced persons (IDPs). 

  • Service Mapping - CCCM actors maintain an up-to-date mapping of organizations and services operating within and around displacement sites, as well as relevant community structures. This supports intersectoral coordination, referral pathways, and the identification of response gaps. 

  • Community Feedback Mechanism (CFM) - Partners operate a community-based feedback mechanism that allows residents to safely share concerns, request information, and be referred to appropriate services. The CFM strengthens accountability to affected populations, protection, and follow-up on responses provided. 

  • Community Resource Center (CRC) Logbook  - Zite Manager also supports the management of Community Resource Centers (CRCs) through a dedicated CRC Logbook. In areas hosting large numbers of IDPs, CRCs serve as community anchoring points facilitating access to information, listening, guidance, social cohesion activities, and multisectoral referrals for both IDPs and host communities. The CRC Logbook enables partners to systematically record CRC activities, information requests, referrals, and key trends, contributing to improved visibility, coordination, and monitoring of CRC-based interventions. 

Zite Manager Roll-Out in Haiti 

CCCM Cluster partners adopted Zite Manager in September 2025. Since then, partners have conducted monthly site monitoring and service mapping across all managed sites. In December 2025, IOM launched a pilot of the Community Feedback Mechanism in 8 sites. This was followed by a phased roll-out in January 2026, led by national NGO CCCM partners ASHAPE, APRONHA, and ATREPA, expanding coverage to more than 25 sites. As of January 2026, the system is fully operational and through the coming year, data quality and reporting frequency will be strengthened through targeted individual partner support and refresher trainings as needed. 

Across the response, CCCM actors conduct monthly monitoring activities in over 90 IDP sites and collect approximately X pieces of community feedback per month. Zite Manager enables the Cluster and its partners to track these activities, analyze trends, and measure the impact of CCCM interventions in a transparent and structured manner.  

Complementary Site Management Activities 

In addition to these core functions, CCCM partners supported through Zite Manager implement a range of site management activities, including: 

  • Strengthening community governance mechanisms and community participation within sites 

  • Light site maintenance and improvement interventions 

  • Preparation and facilitation toward durable solutions 

  • Site closure or decommissioning when conditions allow 

  • Safety audits aimed at identifying and mitigating protection and safety risks 

Together, these interventions aim to ensure a coordinated, inclusive, and protection-sensitive humanitarian response, while improving access to services and living conditions for displaced and host populations across Haiti.
